The short answer
It depends which of the three fits you are buying. Slim Fit comes up small, so size up one. Regular Fit and Tailored Fit are both true to size. The fit is named on every product page, so check it before you order.
The fit
Slim, and cut closer to the body. Barbour International is the brand's slim, fashion-fit line, cut closer to the body than the classic Barbour heritage and wax-jacket range, and it is offered in three fits, so which one you are buying decides your size. The three fits
Slim comes up small, regular and tailored are true to size. Slim Fit is cut close to the body and comes up small, so size up one for a true fit, especially if you want to layer underneath. Regular Fit, also called comfort fit, is true to size with room to move and layer, so order your usual size. Tailored Fit sits between the two, neater than regular but more forgiving than slim: true to size with a touch more room, and not quite enough to size down, so stick with your usual size.

How to measure
Around the fullest part of your chest. Wrap a tape measure under the arms and across the shoulder blades, keeping it level and snug rather than tight, then match the result to the chart above.
By product type
Jackets are where the fit matters most. Polo shirts and t-shirts are usually a regular or slim fit, so check the product page and size up for the slim styles; jackets and overshirts are the ones to watch, because slim-fit jackets come up small and want a size up, particularly if you want to layer, while regular and tailored jackets are true to size; sweatshirts and hoodies are regular fit and true to size.

The two ranges are not sized the same.
